Electrical Planning Report (EPR)

  • The Province of British Columbia now mandates that most strata complexes complete an Electrical Planning Report (EPR) as part of the CleanBC initiative. As a key component of the Roadmap to 2030, many strata corporations across the province will need to implement clean upgrades in various areas of their buildings’ operations. Strata corporations with five or more strata lots are required to obtain an EPR. The specific requirements for the EPR are outlined in the Strata Property Regulation. 
  • To prepare for growing electrical demands, —such as electric vehicle (EV) charging stations and heat pumps—strata corporations with five or more lots must submit their EPRs by December 31, 2026, or December 31, 2028, depending on their location within British Columbia
  • The EPR not only provides crucial information to the province but also serves as a tool for strata corporation stakeholders to plan for the future electrical needs of their properties. This report assesses electrical capacity and highlights necessary upgrades for strata complexes across the Lower Mainland.

EV Ready Plan

  • An EV Ready Plan outlines a strategy to provide a minimum of one EV-ready parking space per residential unit. This ensures that Multi-Unit Residential Buildings (MURBs) are equipped with a forward-thinking approach, making it easy for all residents to access EV charging at their designated parking space. 
  • BC's EV charger rebate program offers a rebate for apartments, condos, and townhomes to create an EV Ready plan. B-O2 EnergyPlus can assist you with this process. The EV Ready Plan is a detailed document prepared for BC Hydro, including construction drawings for the infrastructure supporting one EV charger per unit. While you're not required to have an EV Ready plan, having one makes your strata eligible for up to $120,000 in construction rebates, with additional subsidies for charging unit installation. Plus, the cost to hire us for the EV plan development is subsidized by $3,000.
  • If your strata has dedicated parking spaces for specific units, an EV Ready plan is recommended to take full advantage of these rebates. Contact us for a proposal to include an EV Ready Plan with your Electrical Planning Report (EPR). With BC Hydro's rebates, the combined cost for both reports will be only slightly higher than the EPR alone.

All strata corporations of 5 or more strata lots must obtain an electrical planning report. 


The earliest deadline to complete the electrical planning report is December 31, 2026 for stratas in the Capital Regional District, Fraser Valley District, and the Metro Vancouver Regional District. Stratas in all other areas of BC must complete this report by December 31, 2028. 


For strata buildings categorized as Part 9 (“Simple”) buildings by the BC Building Code, the electrical planning report may be completed by a licensed electrician, an electrical engineer, or an applied science technologist. For Part 3 (“Complex”) buildings, only an electrical engineer or applied science technologist may complete the report. 


No. Although these documents may contain some overlapping information, the EPR will be mandatory for certain stratas, while the EV Ready Plan is only required to be eligible for certain EV charging rebates.
